To support achieving the quality needed for effective universal health coverage, the authors argue that quality improvement must focus on equity in addition to measuring average quality and change. The article presents recommendations and describes the Ethiopia health care quality initiative, led by IHI and the Ethiopia Ministry of Health, as an example of equity-focused QI.
