I am curious if any facilities have included the empowerment of nursing to stop the procedure if maximal barrier precautions are not used into their policies.

Dear Beverly,
I am one of the directors at the Institute for Healthcare Improvement.
Hospitals have absolutely done what you describe. We call it "stopping the line" from the manufacturing world and it applies not only to the maximal barrier precautions but the other elements of the Centra Line Bundle as well. The team at Baptist Memorial Memphis hospital has redesigned their checklist for the bundle so that it no longer reads "yes/no" for each element but rather "yes/yes with prompting" because the assumption is that no one is going to allow the wrong thing to proceed.
