What is the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act?

The Ryan White Comprehensive AIDS Resources Emergency (CARE) Act is Federal legislation created to address the unmet health needs of persons living with HIV/AIDS (PLWH). It does so by funding primary health care and support services that enhance access to care and retention in care.

 

Through four funding categories (Titles), the CARE Act supports over 2,700 care providers and reaches over half a million PLWH each year. Programs funded by the CARE Act fill gaps in care not covered by other resources, and are mostly used by those who lack health insurance and financial resources for HIV care.

 

[The Ryan White CARE Act was named after Ryan White, an Indiana teenager whose courageous struggle against AIDS-related discrimination helped educate the nation.]

 

 

The four funding categories of the Ryan White CARE Act are described below:

Title I

Emergency assistance for eligible metropolitan areas (EMAs), which are geographic areas highly impacted by HIV/AIDS.

 

Title II

Funding for US states and territories to improve the quality, availability and delivery of health care and support services to people with HIV disease, and provide access to medications through the AIDS Drug Assistance Program (ADAP).

 

Title III

Support for outpatient primary care and early intervention services, as well as capacity building and planning grants.

 

Title IV

Support for family-centered care for infants, children, youth and women living with HIV disease and their families.

 

Other components of the Ryan White CARE Act include the AIDS Education Training Centers (AETC’s), the Dental Reimbursement Program and the Special Projects of National Significance.
